(From Notebook 5) NATIONAL ARCHIVES AND RECORDS SERVICE CABINET MEETING, FRIDAY, JANUARY 30, 1948 (Swing (Clifford President THE PRESIDENT Asked Forrestal to discuss training bill (UMT). FORRESTAL Is going to ask Martin in the House to take the bill up next week. House bill to be inadequate but Senate is going to be asked to take up its own bill independent of the House. MARSHALL The bill has been damned by too much arithmetic. It is not a matter of arithmetic. It is the psychological factor that is important. We are now spending a great amount on a National Guard which produces nothing. This bill would give us 20 divisions in weeks otherwise it takes a year and a half. SWING The bill can't be sold unless we adopt the attitude that we do not like it but it is a matter of necessity that we have to have it because of conditions in the world today. MARSHALL We are being licked by minorities. We cannot have a negative ap- proach. We are going to have no adequate defense without this bill - We can't finance a defense any other way. ANDERSON In view of action of House Committee how far can we go in push- ing for voluntary control of soft and hard grain millers.
