Reviewed communications which have come from Harriman who is in
Iran trying to negotiate settlement of oil dispute between Iran and
Britain.
India and Pakistan are developing a serious border tension. Both
have moved troops to border.
Adm Sherman is conducting talks with Franco in Spain. It is de-
signed to get military concessions for U. S. from Spain. It is not our
idea to admit Spain into North Atlantic Pact - despite press and radio
speculation.

Tom Dewey has pledged support to President of Philippines - on
what authority is not known.
