States, furthermore, it is possible freely to obtain
copies of patent applications and records from the
Patent Office, while similar materials in the Soviet
Union are not available to foreign parties. Thus,
there exists 8. marked disparity of access to technology
in the two countries and of the bargaining powers of
their respective nationals.
One suggestion for meeting this problem is to
include this subject in the general treaty of friendship,
commerce and navigation between the U.S.S.R and the
United States. At the present time, an informal group
is preparing a draft of such a treaty suitable for
negotiation with the U.S.S.R.
