June 18, 1945 FEMORANDUM FOR THE PRESIDENT This memorandum relates to the economic issues which may appropristely be discussed at the coming three-power meeting. Outlined below is a list of economic questions on which menorenda are being prepared for the fortheoming meeting. You may vish to reise some of these questions, while others on this list may be reised by the United Kingãom or the USSR. In view of the importance of these questions, it is sug- gested that at least three representatives of the economic side of the State Department be included in the Amerionn delegation. Thuman MATTERS FOR THREE-POWER DISCUSSIONS ARCHIVES "NATIONAL RECORDS SERVICE" AND A. Germany ds 1. Treatment of Germany as an economie unit: It is urgently necessary that uniform policies be adopted in all zones with respect to ration soales, industriel and agricul- tural questions, foreign trade, and currency; and thet bar- riers to the interzonal sovement of goods be prevented from arising. 2. German exports prior to the reparation settlement: An agreement should be obtained governing the export of Ger- man goods and equipment, which are urgently neeled for relief end rehabilitation, in the period before the conclusion of a formal agreement on reparatione. 3. Territorial partitions or cessione: We should be prepared to denl with these questions in case they are reised by another government. 4.
