In making this traffic available to the Navy Department. the
State Department has done so with the understanding that a
record will be kept of all persons having access to such tele -
grams. Accordingly, all addressees of this Brief must be pre-
pared to advise the State Department. on request. of all per-
sonnel seeing the information contained herein.
