Guidelines, March 6, 1982 By, DEB NLT, Date 7-26-86 June 11, 1952 TOP SECRET SECURITY INF ORMA TION SUMMARY OF TELEGRAMS TUNISIA Ambassador Dunn has been informed by French Foreign Minister Schuman that the French Government's reform program for Tunisia is not yet finalized pending the conclusion of the parliamentary debate on Tunisia which may only be concluded June 17. After that time the Tunisian program would be finalized in Paris and presented to the Bey, after whose approval it would be shown to us before being made public. We have informed Ambassador Dunn that we do not believe this plan fulfills the understanding between Secretary Acheson and Foreign Minister Schuman for prior consultation with us before putting the Tunisian program into final form. We feel that if the plan is presented to the Bey before discussions with us the French will then be unable to make changes which we might suggest and would be able to use the pretext that the Bey had approved the plan as an excuse for an alleged inability to fulfill con - ditions which we might feel essential to the success of the plan. Our in- terest in seeing the proposals arises primarily because of our belief that we might make useful comments in connection with public opinion reaction in the US. Meanwhile in New York the Tunisian unofficial "repre sentative at the UN has informed our UN Mission that he is planning to present to the next meeting of the Asian-Arab group a paper setting forth the objective of a special General Assembly session on Tunisia and asking for the groupts support with a view to having the Secretary General poll UN members as soon as possible regarding a special session. The Tunisian representative claimed that at the Asian-Arab group's last meeting it was found that the group had very close to the necessary 31 commitments for the special session. Our Mission comments that it has received no indica- - tion that the likelihood of a special session being approved by 31 members has grown and that it appears more likely that the Tunisian has got wind of the French intention to impose a reform program and is making one final attempt to get the UN into the picture before the French present a fait accompli. IRAN We have informed Ambassador Henderson in Tehran that with regard to the question of the British attitude TOP SECRET SECURITY INF "ORMATION
