Guidelines, March 6, 1982 By DEB NLT, Date 9-10-85 November 4, 1952 TOP SECRET SECURITY INFORMATION SUMMARY OF TELEGRAMS IRAN Ambassador Henderson reports receipt of in- formation indicating that following the US elections Mosadeq is planning to send a note to the United States along the following lines: A number of American oil companies have discussed with the Iranian Government the possibility of purchases of Iranian oil. It was understood by the Iranian Govern- ment that on the informal advice of the Department of State these companies had made no further move to consummate purchases. Therefore, unless the US Government could issue a statement within a specific time limit to the effect that the Department of State interposed no objection to purchase by American nationals or firms of Iranian oil, the Iranian Government would be com- pelled to draw the inference that the Government of US was un- friendly to Iran. Our Ambassador is inclined to believe that the Iranian Government is planning to make a move of this kind. He adds that now that the British have left Iran, Mosadeq is un- doubtedly determined, come what may, to break the oil blockade and that he is likely to leave no stone unturned in order to demon- strate to the world that such a blockade exists. FRENCH-AMER - Emphasizing that France's major international ICAN RELATIONS roubles are of almost as much concern to us and to the Atlantic Alliance as to France herself, Ambassador Dunn states that the forthcoming weeks offer a real, if limited, oppor - tunity to palliate if not to solve some of these troubles and, as their psychological aspects are sometimes as important as their substantive ones, palliation at this particular time is not unimpor- - tant. He categorizes the principal issues as: 1) US aid and Indo- China, 2) North Africa, and 3) Germany - EDC - European union. TOP-SECRET SECURITY INFORMATION
