SUMMARY OF TELEGRAMS
KOREA
Embassy London states that according to the UK
Foreign Office, the Indians have been keeping the
Chinese Communists currently informed of developments in the
UN General Assembly since the introduction of the Indian resolu-
tion on prisoners of war, but have not solicited Chinese Communist
advice or reactions. The Indians are said by the UK source to
have obtained no commitments whatever from the Chinese Com-
munists. In New York, following meetings between the Secretary
and Foreign Secretary Eden, followed later in the day by discussions
among the co-sponsors of the 21-power resolution on Korea, a press
communique was issued stating that agreement had been reached
to accord priority in the voting on the Indian resolution and that
necessary textual clarification would be sought in paragraph 17 re-
lating to the disposition of prisoners whose return home was not
effected by the repatriation commission, It was agreed that the
21 co-sponsors would continue to meet as necessary. Following
this session, the US and UK agreed on efforts designed to impress
upon Menon, author of the Indian proposal, the desirability of in-
corporating in his resolution points which he had made in his own
speech in the First Committee.
WESTERN
Our High Commissioner in Germany reports that
EUROPE
during a quadripartite meeting yesterday, Chancellor
Adenauer criticized the French on ratification of the contractual
agreements, the development of European defense and the Saar.
Speaking of the "general paralysis in Europe," Adenauer said
German ratification would remove the obstacles to French ratifi-
cation but that the Benelux countries were waiting for French
action, while Italy is obviously not going to move until after the
April elections. This, he said, means that the earliest date on
which the treaties will enter into effect is next summer. Speaking
of the Saar, the French representative agreed the psychological
situation was bad and that feelings were becoming inflamed, but
