by tabling a simple, colorless agenda. This would permit the tripartite
side to move to eventual compromise through adoption of the French pro-
posal outlined above.
We are prepared to support this new
approach with the British and French Governments whenever Jessup
deems it timely, and hope that Jessup can convince Parodi and Davies
to maintain a strong public line during any period of intergovernmental
consultation on the matter.
Jessup reports that Davies called a
meeting yesterday restricted to Parodi, Davies and himself. Jessup
arrived early, but found Davies already closeted with Parodi, confirming
his impression that the two were working out a bipartite position to put
pressure on the US delegation. Davies showed Jessup a telegraphic
instruction from the Foreign Office to the British Embassy in Washington
to take up with Secretary Acheson Foreign Secretary Morrison's views as
follow: Morrison does not agree that the Soviets are likely to concede if
we stand firm, and he believes the question of German demilitarization
must be included on the agenda. The British Embassy will tell Acheson
that Morrison attaches great importance to ensuring a meeting of the four
Foreign Ministers. M. Parodi said a similar approach to the Department
would be made to the French Ambassador.
