FOUR-POWER -
We have instructed our delegation in
EXPLORATORY TALKS
Paris to continue to hammer on the
inadequacies of the Soviet proposal and
endeavor to get a clear cut statement from the Soviets as to how their
complete agenda now actually reads. We are reluctant to join the British
and French in putting forth a new western proposal at this stage.
The 25th session of the quadripartite
talks on Saturday was devoted entirely to the subject of the "level" of
armaments versus "reduction". The British representative stated that
Gromyko knows full well why the UK has had to rearm and that if the
causes for such rearmament are removed, the UK will be glad to devote
armament funds for more constructive purposes. He doubted that the
Soviets sincerely desired to discuss this question seriously in view of
Soviet actions since the war. Jessup also pointed out the fallacies in
Gromyko's arguments and charged that the Soviets do not intend to give
serious consideration to the level of armaments or a means for their
verification, inspection and control.
Meanwhile, Embassy Moscow has
indicated its approval of our adhering to our present position on the
major issues and has commented that it is not to western advantage to
enter a CFM on Soviet terms, and we should continue to address the ex-
ploratory talks to the core of real issues.
MIDDLE EAST
We have instructed our Missions in
Damascus and Tel Aviv to inform the
Syrian and Israeli Governments that we take a serious view of the trend
of recent developments between Syria and Israel, and that the stake which
Syria, Israel and the UN have in border peace is such that the allocation
of blame and the analysis of the validity of accusations or counter-
accusations are dwarfed by the larger context of peace in the area. We
believe that the use of military measures to settle differences can only
