In his comments Gromyko stood firm on the Sovietposi- tion on armaments and German demilitarization and said that the Soviet delegation could not consider satisfactory any agenda which did not in- clude the North Atlantic Treaty and US bases. Discussion continued at the 40th session on Saturday. At a tripartite meeting Saturday after I noon, Jessup asked Davies and Parodi for their views on whether the USSR is interested in or willing to reach fundamental agreements at a Foreign Ministers' meeting. Both the UK and French delegates expres- - sed the personal view that although the USSR might still wish a meeting for propaganda purposes, it is difficult to see how agreement could be reached. Parodi mentioned that he had discussed informally with Schuman the possibility that a Foreign Ministers meeting at this time might even be dangerous for the Western Powers. IRAN Ambassador Grady comments that al- though Prime Minister Ala's resigna- - tion was precipitous and undoubtedly premature, it is unlikely that the move was caused by action on the part of the British Ambassador. Nationalization of the oil industry along the lines of the Oil Commission resolution was almost inevitable, and the British Ambassador's state. - ment and interview with Ala were both feeble attempts at the eleventh hour to urge moderation. Embassy London continues to be per- turbed by the thinking on Iran which seems to pervade the Foreign Office. The Foreign Office claims to have various ideas under consideration which will get ministerial review this week, but the general approach seems to be one of intention to "fight it out on this line if it takes all summer. 11 TOP SECREI
