PARIS FOUR
In Friday's meeting of the Paris talks Gromyko stated
POWER TALKS
that there is no sense in convoking a CFM unless the
NAT and bases item is discussed. After the meeting
both Davies and Parodi told Jessup that they agreed with him that an excel-
lent basis now existed for despatching notes to Moscow. Davies insisted
that it would be best to extend a specific invitation for a July 16th CFM be -
fore sending the notes, but Parodi and Jessup both restated their doubts as
to the value of this tactic, feeling that this would detract from the value of
the notes which would contain the first specific proposal of a date for the
CFM. Jessup had hoped that there could be a final agreement on the text
of the notes today and that they could be despatched to Moscow tomorrow.
However, Parodi sent word to Bohlen on Saturday that he could not agree
to send the note to Moscow until the Cabinet had approved this action at its
meeting on Wednesday. Jessup says that if Parodi maintains this position
in the tripartite meeting today they may take the matter up with Foreign
Minister Schuman.
IRAN
Former Prime Minister Ala called on Ambassador
Grady Thursday evening immediately following a con-
ference with Mosadeq, and asked Grady to help in persuading the oil com- -
pany to send its representatives at the earliest possible moment. Ala said
Mosadeq was in a most conciliatory mood and was now suggesting that in- -
stead of establishing an Iranian commission to direct the company he was
thinking of the appointment of two Iranians with authority for a general check
on the operation of the company, i. e. access to the company's books and its
export records. Ala said that Mosadeq now seemed to understand that the
communication from the Iranian Minister of Finance to the oil company was
unfortunate, and he stressed to Grady that the British should not take its
terms too seriously, but should send the representatives, or at least announce
their willingness to send them in the next few days. Ala also told Grady that
Mosadeq is going to get authorization from the Majlis for the Export-Import
Bank loan within the next few days.
