In delivering the notes to the Soviet Govern- -
POWER TALKS
ment to M. Gromyko yesterday each of the
three Western delegates in turn expressed
his hope that the notes would have a positive result and that the Soviets
would agree to a CFM. Gromyko accepted the notes for delivery to
his government, but he pointed out the following "factual inaccuracies"1
1) the Soviet position had always been that agreement on a complete
agenda was conditioned upon agreement to include the NAT and US bases
item on the agenda; and 2) the Western notes refer to the Soviet item on
the NAT, while the Soviet proposal pertains both to the NAT and the
American military bases. The meetings were recessed until Monday.
GREECE-TURKEY
The North Atlantic Council of Deputies began
its discussions yesterday on Greek-Turkish -
association with the NATO. The British deputy proposed (without having
given our deputy any advance notice) that the Study Group be requested to
study and report on the military aspects of the problem. Our deputy says
that he had probably discussed this with the French before the meeting and
that he made a somewhat lame apology to our deputy later for not having
discussed it with him. The other deputies in the meeting gave their support
immediately to the British proposal. Each deputy in turn made comments:
the Portuguese deputy said his government opposed reek-Turkish associa-
tion; most other deputies said they were uninstructed in the position of their
governments, but favored a careful study of the military aspects before
considering the political decision; only the Italian deputy came out strongly
in favor of Greek-Turkish association, but he also agreed to refer the mat-
ter to the study group. Our deputy feels that this move represents a delay. -
ing tactic. In the meeting he stressed the great importance of moving
ahead rapidly with consideration of the problem.
GERMANY
Chancellor Adenauer has sent to Liaison Bonn
an intelligence report concerning Soviet military
preparations in the East Zone of Germany. Adenauer said that he attached
