NLT, Date E.O. 9-5-85 6, 1982 June 15, 1951 TOP SECRE SUMMARY OF TELEGRAMS PARIS FOUR The text of a note to the Soviets was agreed POWER TALKS yesterday among the Western Deputies in Paris for delivery today both in Paris and Moscow. The note suggests that, although the Western powers will refuse to discuss the NAT item, the Soviet Foreign Minister would still be in a position to express his point of view on the matter. The British and French have in - dicated to us that they will be willing to break off the talks next week if the Soviets do not accept this note. UNITED KINGDOM The British Embassy has handed the Depart- ment an Lide-memoire in reply to our aide- - memoire of May 15 concerning the admission of Greece and Turkey into the NATO. It says the British Government agrees that the defense re- - lationship between these countries and the West should be strengthened, but it is "not yet completely convinced" that full membership in the NATO is the answer. It adds that the political and military issues must first be carefully studied by the Standing Group of the Military Committee. It suggests that further study be given to the possibility of the US joining France and the UK in giving a unilateral security guarantee to Turkey. The aide-memoire also states that the UK would not consider Greek- Turkish adherence to the NAT as paving the way for Spanish adherence, and concludes by pointing out that the admission of Greece and Turkey is closely linked to the problem of command in the Mediterranean and by expressing the hope that while the Standing Group is carrying out its study of the possible admission of Greece and Turkey, the UK and US Governments come to an agreement on the command problem. IRAN We have suggested to Ambassador Grady that as a possible means of dissuading the Iranians from taking any action which might provoke the British into closing down the Abadan refineries, he might in his discretion indicate the following to the Iranian Government: 1) two major US oil companies now purchasing Iranian oil have stated they would not wish to buy oil from the Iranian Government if the AIOC were forced out; 2) even if
