Dale I SUMMARY OF TELEGRAMS NAC MEETING The Council of Deputies of the NATO have agreed that if the next North Atlantic Council is to meet in September it should meet in Ottawa on September 15th. The only reser- vations to fixing the September 15th date firmly came from our own dele- - gate, with some support from the French, who maintained that before tak- ing a decision on the date we must make certain that definitive action would be possible on major questions such as: 1) the European Army and German rearmament; 2) the Medium Term Defense Program gap; 3) burden-sharing and infrastructure; and 4) Greece-Turkey. Our Deputy commit ted himself to a definite reply by July 30th concerning the September 15th date. KOREA Ambassador Muccio reports that the Korean dele- - gate to the truce talks, General Paik, refused to attend today's conference at Kaesong because he had received instructions from President Rhee not to take part in discussions on a line of demarca- - tion and he felt it better not to appear at the conference than to have to get up and walk out. Muccio says it is evident that President Rhee had never expected an agreement to be reached even on an agenda, and therefore made the pretense of going along with the talks. In a two-hour conference with Muccio and General Coulter, Rhee reiterated all his often-expressed mis - givings and mistrusts and asked for assurance from General Ridgway that the later political discussions would not consider any line of demarcation. Muccio pointed out that this was a political matter and General Ridgway's instructions were to confine himself to military matters. Muccio suggested that Rhee might send a message directly to President Truman, which Rhee immediately said he intended to do. Rhee agreed at last to instruct General Paik to continue attending the conferences "for the time being" while he prepared a message to President Truman for Muccio to forward. Muccio comments that the incident is a further indication that President Rhee on blindly emotional grounds is attempting to sabotage the armistice.
