SUMMARY OF TELEGRAMS
POLAND
The Polish Foreign Minister yesterday after- -
noon requested Ambassador Flack to close
down as of that same day the activities of the US Information Service,
comprising the English and Polish language bulletins, film showings and
library. He also requested that the premises of the USIS be closed and
liquidated within one month's time, stating that this decision was based
on the "whole policy" of the Information Service to which he objected
strongly. The Foreign Minister couched his complaint in general terms
and made no great effort to present a particularized and argumentative
justification which normally accompanies such Communist actions, but
he was adamant in stating that it was a final decision. Ambassador Flack
has complied; the USIS library and theatre have been closed, and the news
bulletin was not published today.
UNITED KINGDOM
Embassy London reports that the British Cabinet
has considered and failed to take a final position
on German contribution to the European defense force. The Cabinet felt
that there was not sufficient information available as to the European Army
plan and desired to await a detailed progress report from the British Em-
bassy in Paris. Our Charge in London, however, believes that there is
nevertheless a continuing shift in favor of the European Army plan.
TRIPARTITE TALKS
Mr. Morrison has replied to the Secretary's
personal message of August 3 accepting the
latter's invitation to meet with him and Mr. Schuman privately in San
Francisco on September 7th to discuss various matters of concern to the
three Governments on an informal basis.
JAPANESE TREATY
We informed the UK yesterday that we arepre- -
pared to extend a formal invitation to repre -
sentatives of the Associated States of Indochina to attend the San Francisco
conference, with the informal understanding that if the situation develops
