Guidelines, March 6, 1982 By PEB NLT, Date 4-5-00 TOP SECREI SUMMARY OF TELEGRAMS BURMA Ambassador Key in Rangoon called on the Burmese Prime Minister yesterday morning at the latter's re- quest and was shown a secret Burmese War Office report on Chinese Nationalist troop dispositions in Burma which reveal that about 7, 300 of these troops are now in the Wa states and 4, 400 in Kengtung state, that these groups suffered severe reverses in Yunnan province at the hands of the Chinese Communists from May to July of this year, and that from April 1st they had been receiving supplies of American arms, ammunition and rations. The Prime Minister said that he had been requested by the War Office to appeal immediately to the United Nations to take cognizance of this violation of Burmese sovereignty, and that political pressures in Burma arising from this situation were such that he would have to abandon any further efforts to settle this problem outside the UN. He said he wished to give us prior notice on his intention to take action in the UN on September 6th. Ambassador Key expressed his appreciation for this advance notice and assured the Prime Minister that effective steps had already been taken to prevent any possible activity by private American citizens in supporting the guerrillas. Key stressed our continued desire to assist the Burmese, but expressed the earnest hope that the Burmese Government would, on further reflection, desist from appealing to the UN. Ambassador Key feels that the Prime Minister's fears regarding the domestic political necessity for taking this step are justified and that the Prime Minister did not exaggerate the precariousness of the Burmese Government's position if the guerrilla situation should be allowed to drift.
