SUMMARY OF TELEGRAMS
COUNCIL OF FOREIGN
Gusev has finally agreed that a letter be sent to

MINISTERS
the Italian Government asking whether the Italian
staly
Government wishes to submit any further memoranda
or views in writing on aspects of the peace settlement with Italy other
than those already presented. It has been tentatively agreed by the
Deputies that an Italian representative should eventually be given an
opportunity to discuss with the Deputies the main provisions of the
treaty. Other interested states will be given a similar opportunity.
The Greek Government has requested the Council of Foreign Ministers
or Grees to
prepare a treaty of peace with Albania for consideration in the coming
peace conference. The communication from the Greek Government drew
particular attention to the Greek claim to northern Epirus. The Greek
message will be acknowledged and it will be pointed out that the Deputies
have no authority to discuss this question.
051 - BULGARIA
The British political representative in Sofia has
orally stated to Foreign Minister Stainov that the
British Government shares the American views regarding the implementation
of the Moscow decision on Bulgaria.
CHINA
Molotov has replied to Kennan's letter of February 11

regarding Chinese-Russian negotiations concerning the
Russia
disposition and control of Manchurian industrial enterprises. Molotov
denies that this situation is connected in any way with reparations and
defines as war trophies all property which served the needs of the Japanese
army in this area. He implies that the Soviet Union is the sole judge of
property coming under this category. Molotov denies that the creation of
Chinese-Soviet stock companies would lead to the establishment of exclusive
Chinese-Soviet control over all industrial establishments, although he
admits that this would be true of some enterprises. He also denies that
Soviet action is in any way in conflict with the principle of the open door.
HUNGARY
The Hungarian Prime Minister, in order to placate

Voroshilov. and in order to prevent the fall of his
government, has stated to Voroshilov that 1946 reparations obligations will
be met in full. The Prime Minister knows that this promise cannot be met.
