OF STATE OFFICE SECRETARY OF THE NO WASHINGTON by March 7, 1946 SUMMARY OF TELEGRAMS 051 staly MINISTERS COUNCIL OF FOREIGN During the March 5 meeting of the Deputies cited instructions on the Council of Foreign Ministers, Dunn to the Deputies that they make the widest possible use of the American proposals on Italian colonies. The Russian Deputy stated that details could not be discussed until agreement had been reached on the form of trusteeships to be established and the identity of the states which would be parties to the agreement. After inconclusive discussion the subject was dropped. The Deputies have discussed French proposals for the rectification 051 Italy of Franco-Italian border. The British in general agreed to the considerably moderated French claims and Dunn was also inclined to believe that these claims are now admissible. The Russian was unable to take any position on these questions. Dunn has urged the French to attempt to reach a satisfactory settlement of the area around Tende and Briga direct with the Italian Government rather than through the Council. ARGENTINA Embassy Buenos Aires after recapitulating election 051 returns concludes that democratic chances are steadily diminishing. AUSTRIA The French Government has replied to our note concern- 051 ing the formulation of an agreement with the Austrian Government transferring supreme authority to that Government from the Allied Council and the reestablishment of Austria as an independent state. After stating agreement with the American thesis, the French Government welcomes the suggestion that the Deputies on the Council of Foreign Ministers be given the responsibility for negotiating a draft joint agreement for presentation to the May conference in Paris.
