DEPARTMENT OF STATE OFFICE OF THE SECRETARY WASAINGTON March 20, 1946 TOP SUMMARY OF TELEGRAMS COUNCIL OF 051 Hungan Dunn favors no alteration of the pre-war Rumanian- FOREIGN Hungarian border in the new peace treaties. However, MINISTERS if the USSR refuses to yield on its demand that all of Transylvania be given to Rumania, Dunn suggests the treaty be so worded that later adjustment of the frontier would not be excluded. 051 - IRAN Soviet troops in transit through Tabriz were seen carrying gas masks by our representatives there. No major troops movements were observed during the last 24 hours. 0 51 IRAQ Embassy Moscow believes that Soviet press discussion of Iraq may foreshadow a full scale propaganda build- up for Kurdish autonomy. A Turkish Foreign Office official believes present Soviet troop movements in Iran are in support of a Kurdish 051 show movement directed primarily at Iraq rather than in preparation of open war against Turkey. 051- POLAND Postponement of the elections in Poland is necessary, according to a high Polish official, because of the non return of Poles from the USSR, the non return of the Polish Army from abroad, the existence of 2,000,000 Germans in Poland and the bad economic position of the country which would preclude attention to electoral questions. Ambassador Lane has been informed that Marshal Tito 051 Aland is in Warsaw to obtain Polish support for the seizure of Trieste by Yugoslavia but that Poland will not be drawn into this affair. TURKEY The Turkish Government will not commit itself to 051- support the Iragi point of view in UNO when the Palestine question is discussed. Iraq favors the creation of a federated state in Palestine under UNO sponsorship. SOVIET DECLASSIFIED a E.O. 12065, Sec. 3-402 State Dept. Guideline, June 12, 1979 By NLT- He NARS, Date 11-10-to
