051- . BRAZIL
Replying to our memorandum on the situation in Argentina,
the Brazilian Government states that it does not desire
to exclude Argentina from the signing of a pact of mutual assistance by
the nations of this Hemisphere and it will continue usual diplomatic
relations with the newly elected Argentine Government.
051 - - BULGARIA
The British Foreign Office believes the USSR intervened
at the last moment and forced the Bulgarian Fatherland
Front to abandon its more conciliatory tone toward the opposition
parties, thereby destroying the UK's hopes of an early establishment
of diplomatic relations with Bulgaria.
ECUADOR
A tense political situation exists in the capital which

may lead to the downfall of the present government. The
Ecuadoran President is under attack as attempting to establish a dictator-
ship.

INDONESIA
Negotiations between the Dutch representatives and the
Indonesians have resulted in agreement on major issues.

IRAN
Prime Minister Qavam has rejected Soviet counter proposals

on Iranian oil but negotiations are continuing. The USSR
has accepted the Iranian proposal on the future status of Azerbaijan and
Qavam says he is no longer worried over this question. Ambassador Murray
says "it may be argued with some force that the course of Qavam's negotia-
tions to date demonstrates that pressure on him is not overwhelming and
that the agreement which may be reached will have been the result of
give-and-take discussions by both sides." Our Consul in Tabriz reports

that the withdrawal of Soviet troops is being done in a way which arouses
suspicions as to whether a real evacuation is being carried out.

POLAND
Mikolajczyk is greatly disturbed by the terroristic
campaign of the present government against all opposition
groups. He expects to be dismissed from the Cabinet shortly and fears
for his life. He believes the Government's proposal for a national
referendum is ostensibly to obtain popular approval of a unicameral
