DEPARTMENT OF STATE OFFICE OF THE SECRETARY WASHINGTON May 7, 1946 SECRIEN SUMMARY OF TELEGRAMS GREAT BRITAIN 051- Ambassador Harriman is convinced that the political consequences of a loan failure would be as far reaching as the economic consequences. He believes that a shift to the left would result which would not only entrench Socialist principles in England but would also weaken British support of the US on any issues with the Soviet Union. 051 - GREECE Bevin has informed the Secretary that a recompilation of the voters' register is necessary in Greece before a plebiscite can be held. The Greek Government has asked observation of this work on the part of the British, American and French Governments. The Secretary considers that we should accept any formal invitation which may be received from the Greek Government. 051 - IRAN The Shah has expressed concern to the British over the possibility that Qavam, in order to obtain an early agreement, may consent to leave the Azerbaijan army in existence. As a result of the Shah's approach the British Ambassador is informing Qavam that the British see no need for a concession on this point only to secure an early agreement. Embassy Tehran, citing Soviet propaganda against American led gendarmerie mission in Iran, does not believe that the mission should be removed at this time unless such a move is necessary in order to appease Russians. 051 - ITALY Victor Emmanuel' abdication plans are being held up pending the return of the Italian Prime Minister from Paris. 051 . POLAND After discussing the subject with Ambassador Lane, the Secretary agrees that no further negotiations should be held with Poland regarding surplus property unless Foland has met conditions agreed upon in the Eximbank credit contract. The Secretary also feels that if the Polish Government does not comply with these provisions, consideration should be given to withholding the credit negotiated with Eximbank.
