DEPARTMENT OF STATE OFFICE OF THE SECRETARY WASHINGTON June 3, 1946 SUMMARY OF TELEGRAMS 051 austra COUNCIL OF The Austrian Foreign Minister has told Dunn that the FOREIGN Yugoslav representative is urging Austria to support MINISTERS publicly Yugoslavia's proposal on Trieste. In return, Yugoslavia would guarantee Austria all facilities in Trieste and undertake the repatriation of Austrian prisoners of war. In response to a remark regarding the possible danger 370-thly that the Italians might scuttle their fleet, the Soviet Deputy stated that the Supreme Allied Commander was responsible and should take any necessary measures to prevent such action. The British representative replied that the Allied Command had operational but not physical control of the Italian fleet but assured the Soviet Deputy that every conceivable precaution was being taken. He added that the best way to avoid scuttling was to make clear to the Italians that Italy would have a reasonable navy. 051 ARGENTINA Ambassador Messersmith believes our major objective in Argentina is to orient the Argentine Government and people towards this hemisphere rather than towards Europe and to secure complete collaboration of Argentina in the inter-American system in all fields, including defense. In the interest of our security, Messersmith believes we must proceed with caution and not fall for the tactics which Peron is employing in the visit to the US of General von der Becke. To discuss with von der Becke any concrete matters at this time would have the effect of diminishing our prestige not only with General Feron and the Argentine Army but also in all of the other American republics. 031 BULGARIA Our Mission in Sofia has reason to believe that in the past few weeks 15,000 to 20,000 Soviet troops have departed for home. 051 - FRANCE Caffery reports that the psychological effect of our economic agreement with France has been to inspire, for the moment at least, a real hope that through this US assistance, France can turn the corner and start back on the long and difficult comeback trail.
