PARIS The Secretary has pointed out that Mexico apparently has not CONFERENCE availed itself of our offer to consult with us concerning the terms of the peace treaty with Italy. He has authorized our Ambassador to inform the Mexican Foreign Minister that although we would have welcomed the participation in the Paris Conference of all United Nations which had declared war upon one of the countries for which we are preparing treaties, it must be appreciated that the realities of the present situation would prevent any change in the terms of reference for participation. 203,8 UNITED During consideration of Albania's membership application, NATIONS the Soviet and Polish representatives supported the application UNIO (party while the UK delegate said the UK has "serious misgivings" Summary) about the peace-loving intent of the Albanian Government. Our representative and the Australian and Egyptian representatives said they had open minds about the matter but were concerned about certain aspects of the question on which they felt they needed further assurances or information. The Greek Government submitted a memorandum opposing Albanian membership and urging postponement of consideration of Albania's application until Greek-Albanian relations and Greek territorial claims have received "due consideration" from the Peace Conference. The Swedish Legation here has informed us that Sweden will probably apply for United Nations membership but delay doing so until a few days before the August 19 deadline for making application. 051 thay ARGENTINA Peron has sent a message to the Argentine Congress requesting the passage of a special law approving the Mexico City and San Francisco treaties. 051 INDONESIA We have informed our Embassy at The Hague that the increased tempo of Soviet press and radio comment about Indonesia may NEI's presage an effort by the USSR to re-introduce the question in the United Nations. We are suggesting informally that the Dutch expedite a public announcement of their position. 051. - ITALY Embassy Rome reports that a curious development of the current Italian tendency to blame the US for the unpalatable decisions connected with the peace terms for Italy is fairly widespread criticism of the US, and secondarily the UK, for various ailments in the present Italian politico=economic situation.
