a US Navy detachment either before or after the forthcoming plebiscite.

The Secretary has accepted the following draft proposal for
submission to Iceland: 1) Abrogation of the 1941 agreement;
2) Immediate fulfillment of our promise to return Meeks Field to Iceland;
3) Military transit and technical stop rights for our aircraft supporting
our control agencies in Germany and the right to maintain at our expense
such services, installations and personnel as are necessary to the opera-
tion of the airport; 4) Progressive withdrawal during 180-day period of
all US military and naval personnel now in Iceland. The Secretary believes
we should make a most earnest effort to obtain an agreement which would
be in effect during the entire period of control in Germany.
