SUMMARY OF TELEGRAMS
UNITED
Our Delegation has been informed by the British that the UK
NATIONS
Delegation would, if our position made it necessary,
reluctantly favor the proposal to broaden the Soviet request
for information on troops to include forces in ex-enemy states but would
insist that the proposal contain provisions for checking the information
by a committee of the Security Council.
BRAZIL
Possible revision of the 1944 secret military air base agree=
ment with Brazil is being studied jointly. Major objectives
of the proposed changes are to fix responsibility on the Brazilian Govern-
ment for maintaining and operating bases but at the same time retaining
necessary and reasonable operating rights for US military transport and
combat aircraft in a war emergency and during peace time on a basis more
acceptable to Brazil and more readily defensible from the standpoint of its
sovereignty.
BULGARIA
In the light of the new political facts produced by the
Bulgarian elections, our representative in Sofia believes
our attitude on the Bulgarian question should be reexamined and that new
friendly discussions with Molotov and Vishinsky are indicated.
USSR
Embassy Moscow reports that the current downward readjustment
in food ration categories, the increased prices of rationed
foodstuffs and the general prospect of a lean and cold winter have released
audible murmurs of discontent in Moscow.
YUGOSLAVIA
Our representative in Belgrade reports that on the eve of the
elections for Serbian and Croatian assemblies Tito's system
of terror is so effective that in Serbia over 95% of the voters are expected
to vote even though in each electoral unit only one candidate is permitted
and there are no opposition candidates although less than 50% of the electors
are pro-Tito.
