SUMMARY OF TELEGRAMS
AUSTRIA
General Clark and the Soviet Commander in Austria
have reached an agreement under which a Soviet mission
will enter the US zone of Austria to arrange for the repatriation of
Soviet nationals.
GERMANY
A combined nutrition survey of the US, UK and French

zones of Germany reveals that while part of the city
population is in a fairly good nutritional state, a significantly larger
proportion is in an unsatisfactory condition. An increasing number of
Germans show signs of severe undernutrition. Starvation of the popula-
tion, as the terms is generally understood, does not exist.
Our representative in Berlin has been informed by a
usually very reliable source that Soviet authorities in Germany are plan-
ning another evacuation of skilled workers and engineers in the near
future.
INDOCHINA
Our Naval Attache in Paris reports the total French mili-
tary forces in Indochina number only about 26,000. French
endeavors to reinforce their troops are hampered by lack of shipping. The
French estimate they are opposed by a Vietnam guerilla force of 175,900.
Probably only about 50,000 are constantly under arms.
Our Consul in Hanoi reports that the French have now
cleared most of the city of Hanoi but that Vietnamese are battling with
unforeseen courage and stubborness.
TRAN
Ambassador Allen reports there can be no doubt that the
USSR has lost tremendously in prestige in Iran. He adds
that the Soviets may be planning a comeback but at the moment, the general
view is that their bluff was called, primarily as a result of Soviet fear
of world opinion as mobilized through the Security Council.
