DEPARTMENT OF STATE OFFICE OF THE SECRETARY WASHINGTON December 30, 1946 SUMMARY OF TELEGRAMS CZECHOSLOVAKIA Ambassador Caffery has been informed that the Czech Government has asked the French Government to assume the representation of Czech interests in Spain. FRANCE Caffery reports that DeGaulle's statement renouncing his candidacy for the presidency and condemning the new French constitution has clarified the problem of the presidential elections. The two leading candidates at present are Herriot and Auriol. GERMANY Murphy reports that a perceptible relaxation of the attitude toward the German population on the part of the Soviet military administration in Germany, coincident with the reduction of Soviet military effectives, seems to be indicated. Soviet authorities are reported to be relaxing Soviet censorship of the licensed German press. Caffery has been told that General Koenig will soon be replaced as the French member of the Allied Central Council in Germany because the Blum Government believes he has gone too far in numerous pub- lic declarations made without having them cleared by Paris. HUNGARY The Hungarian Government is now considering seeking a substantial loan from the US within the next few months, according to information given our Minister in Budapest. INDOCHINA Blum has informed Caffery that the French must restore order in Indochina but the Vietnamese are entitled to liberty and freedom and there should be no return to past "colonial prac- tices". IRAN We are convinced that the collapse of the Azerbaijan rebel government upon the arrival of Iranian Government troops did not involve a deal between Iranian Prime Minister Qavam and the USSR. Embassy Moscow believes the USSR was caught unprepared in Azerbaijan and decided not to show its hand by interfering openly on behalf of its puppet. DECLASSIFIED E.O. 12065, Sec. 3-402 State Dept.
