DEPARTMENT OF STATE OFFICE OF THE SECRETARY WASHINGTON February 26, 1947 SUMMARY OF TELLEGRAMS COUNCIL OF General Clark reports that all the Deputies for FOREIGN MINISTERS the Austrian Treaty agree that occupation troops will be withdrawn from Austria within 90 days from the coming into force of the Austrian treaty. CHINA Several representatives of third party groups in China have informed Ambassador Stuart that China's situation is deteriorating with great rapidity and point out that this is disadvantageous to the US because the people to whom General Marshall's statement was directed will inevitably be driven, as the end result of the situation, into the Communist camp. Embassy Nanking re- ports that the National Government's pressing needs for money and ammu- nitions from the US have been brought to the Embassy's attention by numerous persons. FRANCE We are informing the French that we insist upon the immediate initiation in actual operation of a phased and orderly program for the repatriation of German prisoners of war captured by our forces. GREECE Embassy Moscow believes the presence of British troops in Greece is the only reason why Greece has not already been forced into the Soviet camp. Embassy London states that in the light of Britain's over-extended foreign position and its serious financial plight, plus the criticism of Labor Party"rebels" and certain Cabinet members for bolstering the Greek regime, there is no reason to doubt the sincerity of the British notes sent to us indi- cating that British military and financial contributions in Greece and Turkey must be limited. INDIA Our representative in New Delhi reports there are no indications as yet that the "shock treatment" of the British statement on withdrawal from India will drive the Moslem League and the Congress Party into each others arms.
