SUMMARY OF TELEGRAMS
RUMANIA
Our Mission in Bucharest reports that all factions
agree that the adjournment of the CFM without agree-
ment on an Austrian peace treaty makes inevitable the presence of
Soviet troops in Rumania for at least another year. As a result
the opposition groups are more depressed than at any time in the
last two years while the Communists within the Groza Government are
jubilant.
HUNGARY
The Soviet Government has recently demanded payment by
Hungary within the present year of various loans total-
ing over three million US dollars made by the USSR in 1945. Our
Legation suggests that this and other recent Soviet demands suggest
an effort to transform minority Soviet bank holdings into majority
control by forcing the sale of the Hungarian held shares.
FRANCE
Ambassador Caffery reports that there is now less possi-
bility of an immediate political crisis in France. The
political thermometer dropped over the past weekend largely because
no single party wishes to take the responsibility for starting a
crisis the outcome of which cannot be foreseen.
PARAGUAY
Our Charge in Rio has been informed by the Brazilian
Foreign Office that Paraguay has agreed to accept medi-
ation of its civil war and that rebel leaders are now being contacted
to ascertain whether they will accept mediation.
