DEPARTMENT OF STATE OFFICE OF THE SECRETARY WASHINGTON August 19, 1947 SUMMARY OF TELEGRAMS UNITED KINGDOM During the period August 10-15 the drain on British dollar resources increased by 53% over the average of the previous six weeks, at which rate the British estimate that the balance of the US loan will last only about two weeks. Bevin has informed Douglas that, in view of the serious political repercussions from a British economic collapse, the Cab- inet had decided to take unilateral action to protect sterling. He said this was not a repudiation of the loan agreement but merely an effort to maintain the status quo pending the outcome of the present financial talks in Washington. BULGARIA Our Mission in Sofia considers the issue in- volved in the recent trial of opposition leader Petkov so serious for US standing with democratic forces in eastern Europe that it feels we should make a direct appeal to the Bulgarian Government for clemency in order to demonstrate that we are not wash- ing our hands of Petkov without a struggle. SOVIET UNION The USSR has rejected our position that the trans- fer to the Soviet Union of German assets in Hung- any, Bulgaria and Rumania prior to the entry into force of the peace treaties must be considered only a preliminary transfer in a. note which asserts that the Soviet action is entirely in accord with the Potsdam Agreement and decisions of ACC Germany. In reviewing the factors for and against Soviet ratification of the Italian and satellite treaties, Ambassador Smith concludes there are no apparent reasons why the Kremlin should ratify at this time and numerous reasons why it should continue to follow a negative course.
