SUMMARY OF TELEGRAMS
UNITED KINGDOM
Foreign Minister Bevin told a group of US
Congressmen visiting London that he thinks
the current aims of the USSR include not only the strategic aims
of Czarist Russia but also world wide revolution motivated by
the religious fervor of Communism. He said the immediate Soviet
aims are to get control of the Middle East and the Mediterranean
through Iran and Greece and to extend Soviet power and influence
in Western Europe through Austria. Bevin believes the only way
to stop the USSR is by firmness and a display of force but he does
not think war is imminent because the Soviets are not at present
prepared for war. He added that there is always present the danger
that the USSR's constant pressure to extend its influence might set
off a conflict.
FRANCE
Foreign Minister Bidault has informed Ambassador
Caffery that although he is depressed over what
has been happening at the General Assembly in New York, he is en-
couraged by his conversations with the President and Secretary Mar-
shall. Bidault added that he is urging the French Government to
stand firm in the face of strikes now going on in Paris and to use
force if necessary.
