SUMMARY OF TEIEGRAMS
FRANCE
The European representative of the AFL has informed Embassy
Paris that he is highly impressed with the intelligence and
organizational abilities of the French trade union leaders he has met
who are opposing the Communists. He added that the vital weakness of
the trade union opposition to the Communists is in the ports.
ITALY
French officials state they have increasing evidence that
the entourage of Italian Foreign Minister Sforza is thoroughly
infiltrated by Communists. The Italians have recently proposed as mili-
tary attache to Paris a person considered by the French to be a militant
Communist.
DENMARK
Minister Marvel reports, as a possible straw in the wind,
that Soviet representatives in Denmark have recently done an
about face and been exceedingly cordial to American officials. They
have suggested that only by closer friendship and understanding could
world conditions improve.
SPAIN
The Papal Acting Secretary of State Tardini has recently
informed the British that the Holy See has found it very
difficult to influence the thinking of Spanish bishops who are supporters
of Franco. Tardini also stated that he favors a constitutional monarchy
for Spain, since he fears the extreme left could outmaneuver the moderates
under a republican form of government.
INDIA
Embassy New Delhi believes that Gandhi's fast is aimed at
the extremist Congress Party leader Patel and his followers
who have recently adopted a very belligerent attitude toward Pakistan
and the Muslims who still reside in India. Since Gandhi's death as a
result of this fast would lead to serious civil disturbances, it is
expected that Patel will change his attitude rather than break with
Gandhi.
