DEPARTMENT OF STATE OFFICE OF THE SECRETARY WASHINGTON January 23, 1948 SUMMARY OF TELEGRAMS FRANCE The French have presented notes to the US and UK governments pointing out that the French plan for monetary reform, recently submitted to the International Monetary Fund, was based on internal reasons which the Schuman Government cannot now repudiate. If this proposal is rejected, the French Government feels it would have no choice but to resign or to proceed with its plan regardless of IMF action. SPAIN Despite some opposition, the French Cabinet has authorized Bidault to proceed with negotiations for a gradual reopening of the French- Spanish frontier. Bidault has assured Ambassador Caffery that this affair will be handled very gradually so that the Franco regime will not be able to claim a significant diplomatic victory. The Spanish "republican government" in Paris is reported to be unhappy over the present French attitude toward Franco and has hinted to French officials that it may transfer the seat of this "government" to Belgrade. GREECE The chief of the British police mission in Greece has threatened to recommend withdrawal of the mission unless the Greek Ministry of Public Order can keep it fully informed concerning the actions and intentions of the Greek police forces. IRAQ Our Ambassador in Cairo reports that the rejection of the pending Anglo-Iragi treaty has dealt a body blow to the British plan to conclude military alliances with all of the Arab countries and has diminished prospects for a resumption of negotiations between the UK and Egypt for a new treaty. Meanwhile the Iraqi delegation in London expresses confidence that it can straighten out the situation on its return to Baghdad and secure Iragi acceptance of the treaty.
