SUMMARY OF TELEGRAMS
WESTERN
The British Foreign Office has expressed the opinion that,
EUROPE
despite the many difficulties to be expected in attempting
to work out the proposed western union, necessity will com-
pel the coming together of the western European countries. The draft
treaty for such a union is still under consideration by the French,
after which it will be presented to the Benelux countries.
UNITED
The British Government has submitted to Embassy London a
KINGDOM
memorandum pointing out that a delay until June in imple-
mentation of the European Recovery Program would create a
very critical situation for the UK, as well as for the whole sterling
area, since by June British reserves would be reduced substantially
below the level always regarded as the minimum. No other credit possi-
bilities exist for the UK.
ITALY
The Pope has expressed to a member of our staff in Rome his
very great concern over the election prospects in Italy.
The Pope feels that the Socialist-Communist bloc can very easily win a
plurality and that there is little hope of success for the anti-Communist
parties.
IRAQ
Our Embassy in Baghdad reports that the state of Iragi feel-
ing against the former Jabr government and the Anglo-Irag
treaty was seriously misjudged and played down. The Embassy considers
that Jabr's downfall was inevitable and that, whatever new government
may be formed, Iraq policy toward the US and UK will be considerably
stiffer than hitherto.
INDIA
A leading Indian official has informed Embassy New Delhi
that, while India does not at this time feel it should align
itself with either the US or the USSR, in the event of conflict India
would definitely side with the US "which espouses the ideals of freedom
and democracy".
