DEPARTMENT OF STATE OFFICE OF THE SECRETARY WASHINGTON May 10, 1948 SUMMARY OF TELEGRAMS SOVIET UNION In the opinion of former Premier Spaak of Belgium, the USSR is not desirous of provoking a general war at this time since the Soviets realize they cannot win out in the long run. He urges, however, that to deter the Soviets and to give encour- agement to western Europe we announce that US forces will remain in Germany until peace is restored and that any attack on these US forces would be considered an act of war. YUGOSLAVIA Embassy Belgrade reports evidence that the Yugoslavs are convinced that many important elements in the US actually desire war and that, whatever the results of the US election, Henry Wallace will emerge as the "major political influence in the US" and perhaps as the leader of a "peace party". SCANDINAVIA Swedish officials are apparently thinking in terms of a Scandinavian pact under which Sweden would agree to come to the aid of Norway and possibly Denmark in the event of an attack in return for a Norwegian and Danish commitment to adhere to the Swedish policy of strict neutrality. One Foreign Office represen- tative has commented that what Sweden sought to avoid was being caught between a Finland in the eastern bloc and a Norway belonging to the western bloc. PALESTINE Following long discussions with British representa- tives in New York concerning a trusteeship for Palestine, our delegation reports that, in sharp contrast to previous indications, the British gave evidence of a desire to cooperate with us. As a result of conflicting evidence on the UK position toward the Palestine case, we have requested our Embassy in London to determine just what Bevin's pol- icy in this matter really is.
