SUMMARY OF TELEGRAMS
GENERAL ASSEMBLY
We are instructing Ambassador Caffery to
point out to the French that we feel the
Chairman of the General Assembly should be a French speaking
western European. There is some opposition to the candidacy of
Australian Deputy Prime Minister Evatt and to the idea of having
another Latin American in the chairmanship. We consider that the
happiest solution would be for the French to accept this position
and hope they will reconsider their previous refusal.
ITALIAN COLONIES
British Foreign Minister Bevin has informed
Ambassador Douglas that he is most anxious
to have the US, UK and France present a common front to the Gen-
eral Assembly on the question of the Italian colonies. Douglas
agrees that efforts should be continued in the next three weeks
to reach a common policy, but he points out that Bevin's most
recent approach is still not very close to either the US or French
positions.
PALESTINE
Our Consul General in Jerusalem reports that
the situation concerning the occupation of
Government House in Jerusalem has deteriorated sharply and there
is now grave danger of major hostilities breaking out as a result
of these developments.
CHINA
Ambassador Stuart reports that further evidence
of the weak Chinese policy toward the USSR is
found in the request that we nominally place the aircraft of our
service attaches under the Army Advisory Group, so as not to estab-
lish a precedent for the USSR. Since the proper answer to the
Soviets would be the prevailing situation in Moscow, Stuart feels
this may be a mild form of blackmail designed to impress upon us
that China will not take a firm stand vis a vis the USSR until more
US assistance is received.
