SUMMARY OF TELEGRAMS
GENERAL
We are informing our Ambassador in Oslo that we have
ASSEMBLY
come to the conclusion that Norway is the best quali-
fied candidate to succeed Belgium on the Security
Council. We consider it important that this seat remain in the west-
ern or northern European area, and believe that Norway is the best
qualified of the available candidates.
FRANCE
Ambassador Caffery reports that in view of the diffi-
culties involved in the formation of a new French
government sentiment in favor of dissolving the National Assembly and
holding new elections is now spreading even within the Assembly,
despite its natural reluctance to commit suicide.
ITALY
The Italian Ambassador in London has recently observed
to Foreign Minister Bevin that relations between Italy
and the UK were not as close as formerly, pointing out the failure of
the western powers to invite Italy to join the Brussels Pact. The
Ambassador was flatly informed that Italy would not be invited to
join Western Union in view of its previous attitude at least until
Italy had clearly made known its desire to join.
YUGOSLAVIA
Our Legation in Budapest has learned that Hungary has
suspended all reparations deliveries to Yugoslavia and
that present intentions are to slow down the deliveries to Yugoslavia
called for by the Hungarian-Yugoslav trade agreement.
