    "ocrText": "-2-\nBERLIN\nWe have reaffirmed to our delegation in Paris that we stand\non the position frequently reiterated by the President and\nthe Secretary that we will not be forced out of Berlin; that we wish to\nsettle the question through the lifting of the blockade, but that we\nwill not negotiate under duress; and that we are still prepared to\naccept for Berlin the Soviet currency under full quadripartite control\nor some other satisfactory arrangement which might be proposed by the\nneutral members of the Security Council. We realize that recent dev-\nelopments increase the difficulties of a settlement but we do not con-\nsider that they make such a settlement impossible."
