BERLIN
We have reaffirmed to our delegation in Paris that we stand
on the position frequently reiterated by the President and
the Secretary that we will not be forced out of Berlin; that we wish to
settle the question through the lifting of the blockade, but that we
will not negotiate under duress; and that we are still prepared to
accept for Berlin the Soviet currency under full quadripartite control
or some other satisfactory arrangement which might be proposed by the
neutral members of the Security Council. We realize that recent dev-
elopments increase the difficulties of a settlement but we do not con-
sider that they make such a settlement impossible.
