SUMMARY OF TELEGRAMS
BERLIN
We have given the British and French Ambassadors here copies
of a memorandum pointing out that we consider that our
counter-proposal designed to provide for the possible use of the Soviet
currency in the split city of Berlin offers the only practicable means
under present circumstances of dealing with the situation created by
the illegal acts of the Soviet authorities. We also insist that there
be a firm agreement by the US, UK and France that the western mark will
be introduced at the earliest practicable date, preferably on January 30,
in the event that the Soviets do not prior to that time accept a mini-
mum solution alongthe lines of our counter-proposal. We pointed out
that while Bevin appears to feel this course will slam the door on a
final settlement, we are of the opinion that quite to the contrary it
will demonstrate our determination to remain in Berlin and may there-
fore force the Soviets to reassess the value of the blockade.
CHINA
Embassy Nanking is instructed to deliver to the Chinese For-
eign Minister, in reply to his request that the US, UK,
France and USSR mediate the civil war between the Chinese government
and the Communists, an aide memoire pointing out that in view of our
unsuccessful efforts to mediate between the government and the Commu-
nists two years ago we do not believe any useful purpose would be
solved in attempting to act as an intermediary in the present situation.
In presenting the aide memoire the Ambassador is authorized to refer
again to an earlier statement by the President that we consider that
only the Chinese government itself can undertake the vital measures
necessary to provide the framework within which efforts toward peace
and economic recovery may be effective.
