SUMMARY OF TELEGRAMS
PALESTINE
Our Ambassador in Tel Aviv says that it is evident that
Israel feels the need for the Palestine Conciliation
Commission to be in a position to present tangible evidence of progress
toward the solution of the Palestine problem to the UN General Assembly
in September. The Israeli representative at Lausanne will take with
him a more "elastic program, including an offer on the refugee problem
which will be more definite and larger than those previously made by
the Israelis. According to the Turkish delegation at Lausanne the
Israelis have given indications that they would be willing to turn
over a part of the Negeb to the Arabs if the latter insist and if the
Israeli government were sure that the Arabs really want peace.
CHINA
Ambassador Stuart states that he is steadily becoming
more convinced that a visit by him to Canton should be
avoided. He says that all reports indicate that the Communist leaders
are chagrined by his failure to visit Peiping and points out that a
visit to Canton, and a consequently unavoidable meeting with Chiang
Kai-shek, would, under the circumstances, appear to the Communists as
a studied insult. He anticipates that the consequences would be an
increase in the difficulties now being faced by Americans in Shanghai
and other Chinese cities and he does not preclude the possibility of
retaliatory measures being taken against the Embassy and our other
official establishments in China. Stuart has not received any reply
from the Communist authorities in Peiping on the question of exit
permits for himself and his party and has consequently again had to
delay his departure.
