SUMMARY OF TELEGRAMS
BERLIN
The Prime Minister of the western German govern-
ment, following discussions with other repre-
sentative German leaders, has informed McCloy that they do not
at this time favor the incorporation of Berlin into the Bonn
government as the twelfth land but that they do believe there
should be general representation of the ministries in Berlin
and a definite program of financial aid for that city. He
hoped to have a detailed financial plan ready to submit later
this week.
SYRIA-IRAQ
Our Charge in Tel Aviv believes that political
union between Syria and Iraq would unquestionably
create a strong reaction in Israel and might be taken as an ex-
cuse both for remobilizing the Israeli army and possibly for
more warlike actions. The French Charge in Damascus has ex-
pressed the view that there is general support in Syria for a
modified union with Iraq such as a customs union or military
alliance but that considerable opposition exists within the
Syrian army to any form of union which might compromise Syrian
sovereignty or merge the two national armies.
