SUMMARY OF TELEGRAMS
GERMANY
The British Foreign Office has informed Embassy
London of the British view that the plan for all-
German elections is good "in principle' but that great care should be
taken in determining the timing of the proposal. The British believe
that the approach on the elections should be made before May 28 - - the
day on which Communist demonstrations in Berlin are scheduled to
take place - - and that the announcement should be made at the time of
the Foreign Ministers meetings early next month. The British also
feel that we should make sure that our proposal is not "utterly unaccept-
able" to the USSR and therefore susceptible to the interpretation by
world opinion that it is only a propaganda maneuver. On the other hand,
we must be careful that our proposal cannot be construed as a gesture of
appeasement.
