Guidelines, March 6, 1982 November 30, 1950 By DEB NLT, Date 9-4-85 SUMMARY OF TELEGRAMS WESTERN EUROPE In view of our deep concern over the delay in reaching agreement on German participation in western European defense, the Secretary has sent a personal message to French Foreign Minister Schuman which: 1) stresses the ur gency of the situation and notes that failure to solve the defense problem forth- with may lead to an immense calamity for the civilized world; 2) notes the unfavorable drift of German opinion against participation in European defense; 3) states that the proposals advanced by our deputy on the North Atlantic Council for combining elements of the French and US plans pre- sent a reasonable basis for settling the matter and that we should press forward along these lines without further delay; 4) states that we cannot tolerate delay in further attempts to link the initiation or phasing of the defense build-up to future political and economic developments; and 5) requests the cooperation of the French Government in achieving our common objectives. The message stresses that we consider the adoption of these proposals to be only a starting point and that further efforts should be made to explore means for the further integration of Europe. We feel that if the European countries can work out a practical plan for integration of Europe, it would provide a sound basis upon which mili- tary and economic strength could be built and may provide the frame - work within which we can find a solution to the German problem as a whole. We point out in this connection that the continuation of the occu- pation regime in Germany in its present form is rapidly becoming incompatible with many of our broader objectives and certainly with any defense pro- gram for Germany. Ambassador Bruce in Paris was further in- structed that, if the question arises, he can tell Schuman that we have in mind the possibility of personal talks between Schuman and Chancellor Adenauer concerning the plans for European integration, it being under - stood that such talks should not in any way delay the conclusion of a satisfactory agreement on the military issue of German participation.
