SPRINGFIELD, Ohio--(Special)--"The parclument patriots
signed with quills has been remodeled by high-powered politicians
with ball-point pens," is the comment on ratification of the 22nd
Amondment voiced by Daniel Francis Clancy, director of the

National Committoe Against Limiting the Presidency.
"Wisdom went into framing the Constitution and into
decisions as to what should be included and omitted==and a limit
on presidential temure was one of the wise omissions," Clancy says.
Clancy headed a committee composed of Harold L. Ickes,
former interior secretary; lichael Francis Doyle, president of the
Electoral Colleges of the U. S.; Maury Maverick of Texas; Joseph
F. Guffey, former U. S. sonator from Pennsylvania; C. F. Richards,
Texas lawyor; and Edumnd C. Gorroll, Indiana nowspaper publisher.
The group fought limiting presidents to two torms
The Presidency should have been left as it was planned
in the Constitution, " Clancy statos. "A shackle has beon placed
upon self government. The American citizen is no longer froe to
vote for any man, any time, for any term as his prosident. A ban
has been placed upon utilizing ability and exploiting experienco."
Clancy points out that although the legislators of throe-
fourths of the states have approved the amendment, the people of
all but 13 states voted against limiting a president to two terms the
only times they ever expressed themselves on the principle in 1944
and 1948.
Clancy is the only man except the late Ernie Pyle to win
two consecutive annual National Headliner Club awards for outstanding
journalistic achiovement. In 1940 he wrote a pemphlet, "The Two Term
Tradition." opposi no a 14m44 on mesidential temure.
