Dear Mr. President:
On September 6, when you presented your program to
Congress, you indicated that a special message would be
sent on the question of medical care and health insurance.
More than two months have lasped since that time and you
have not yet done so.
My purpose in writing you is to urge that you, at

your earliest convenience, present a special message to
the Congress urging the passage of the Wagner-Murray-
Dingell Medical Care and Health Insurance Bill as I be-
lieve there is tremendous need for such legislation.
I can assure you that in the organizations with
which I am connected there is a widespread support of
this bill as well as in the community at large. I,
therefore, earnestly urge that you use your good offices
to promote this bill.
