acs TRY on 3436 CAMPBELL, John St. Louis, Missouri March 14, 1949 Wrote to General Vaughan re proposed Uniforn Code of Military Justice, introduced in Senate and House, providing for new code to apply to all of the armad forces, leaving in each a Judge Advocate Goneral and court systeme Also provides further for appointment from civil life of three or nore members of a Judicial Council, to be over the whole court setup, to which Gouncil shall go certain classes of important cases, including appeals from con- victions in appropriate gases. Says he has spent many years studying the subject and dur ing recent war was staff judge advocate of VII Bomber Command until it was deactivated. Would like to be appointed to this Judicial council.- 3/25/49 Gen. Vaughan a ent memorandum to the Judge Advocate General asking for information about the Judicial Council. 3/29/49 Gen. Groen, JAG, sent to Gen. Vaughan advising that bills now pending before Con- gress re Judicial Council. learings on House bill are now being conducted. Fur ther, Gouncil authorized by Articles of War for Army and Air Force is composed of general officers. 4/5/49 General Vaughan wrote Mr. Campbell enclosing copy of letter from the JAG. On 5/9/49 Mr. Campbell wrote Gen. Vaughan saying he notes that the House on May 5 passed HR 4080; Gouncil is made up of civilian personnell Would like to be considered for appointment. Says he has talked to Caskie Collet and Cap Leifira, each of whom has encouraged hin. On 5/13/49 General Vaughan wrote Mr. Campbell saying he will be glad to do what he can to help him get appointed. Has asked Arny legislative officer to advise him whon Bill passes in Senate and will in turn notify hin. On 5/16/49 Mr. Campbell wrote Gen. Vaughan thanking him for his le ter.
