I have your letter recommending
Mr. George Haggert as head of the Censusit
Bureau for the State of Michigan. Appoint-
ments for the decennial census, as well as
missal
any other census, have been made on a straight
organization basis am the Congressmen very
jealously guard their prerogatives, Where
there is no Democratic Senator in the State,
or the main office is not located in a Deno-
cratic Congressional District, the recommenda-
tion for the of fice is usually made by the
Democratic National Committeeman. Therefore,
it would be well for the friends of Mr. Haggert
to get in touch with George Fitzgerald and
enlist his support. I shall be glad to do
what I can although we do not ordinarily get into
these matters.
