II and III ACRICULTURAL ADJUSTMENT ADMINISTRATION: Transferred from Production and Mar- keting Administration (Agri) to SECRETARY CF AGRICULTURE ASSISTANT COMMISSIONER OF EDUCATION: Office of Asst. Commissioner of Educa- tion abolished. Functions transferred to OFFICE OF ED- UCATION to be performed under direction and control of the Commissioner of Education. BARRO COLORADO ISLAND IN GATUN LAKE: Administration of this Island as a tropical wild-life preserve and research laboratory, transferred to SMITHSONIAN INSTITUTION BLIND See VENDING STAND PROGRAM FOR THE BLIND BOARD OF VISITORS OF SAINT ELIZABETHS HOSPITAL: Board and functions abol- ished, inasmuch as overlaps with responsibilities of the Fed. Security Administrator. BUREAU OF LAND MANAGEMENT: General Land Office and the Grazing Service of the Department of the Interior are consolidated into a Bur. of Land Management. Functions pertain to utiliza- tion of lands within grazing districts for non-grazing purposes, construction of range improvements, legal procedures such as adjudication of issues relating to licenses and leases, hearings on appeal from adminis- trative decisions, processing of trespass cases, fire protection, soil and moisture conservation, management of public lands under agreement with other agencies (e.g., Bur. of Reclamation), range surveys, maintenance and improvement of stock driveways, stabilization of range use on all public domain. BUREAU OF MARINE IMSPECTION AND NAVIGATION: Functions had previously been transferred to Coast Guard and Bur. of Customs from the Dept. of Commerce in 1942 by Exec Order under First War Powers Act. Arrangement proved successful and will be continued on a permanent basis. The principal functions transferred to COAST GUARD are those of inspection of vessels and their equipment, licensing and certificating of officers and seamen and related functions designed to safeguard safety of life and property at sea, investi- gation of marine casualties; shipment, discharge, pro- tection & welfare of merchant seamen; enforcement of manning requirements, citizenship requirements; en- Indian forcement of duties of shipowners and officers after accidents; promulgation and enforcement of rules for lights, signals, speed, steering, etc; regulation of regattas and marine parades; etc. Following functions of Bureau of Marine Inspection Nav. are transferred to the BUREAU OF CUSTOMS: Doc- umentation of ivessels, measurement of vessels, adminis- tration of tonnage tax and tolls, entry and clearance of vessels and aircraft, regulation of coastwise trade and fisheries, recording of conveyances and mortgages of vessels and protection of steerage passengers, limitation of use of foreign vessels in waters under U. S. jurisdiction, etc. Bureau of Marine Inspection and Navication abolished. CANAL ZONE BIOLOGICAL AREA : Independent agency of Govt. now abolished. Its function of administration of Barro Colorado Island in Gatun Lake as a tropical wildlife preserve and research laboratory transferred to the SMITHSONIAN INSTITUTION. CHILDREN'3 BUREAU: All functions except those relating to child labor under the Fair Labor Standards Act to be transferred from the Labor Dept. to the FEDERAL SECURITY ADMINISTRATOR. The Bureau will be continued within the FSA to deal with problems of child life, but is flexible enough to enable the Administrator to gear in Bureau's programs effect- ively with other activities of the Agency.
