Memorandum to the President advising authority is provided under H. J. Res. 240
appropriating such amounts as may be necessary to meet pay rolls for pay periods ending
prior to July 16, 1947. The attached allocations are to provide for the salaries of
Messrs. John R. Steelman, Clark M. Clifford and their staffs, and the President's Commission
on Higher Education, President's Committee on Civil Rights, and the President's Amnesty
Board.---On July 18, 1947 the President wrote to the Secretary of the Treasury authorizing
allocation from the appropriation entitled "Emergency Fund for the President, 1948, the
amount of $16,934 to be expended by the Executive Office of the President in connection with
emergencies affecting the national interest and security. Requests the Sec. of the Treasury
to arrange for the necessary transfer of funds and advise the Executive Office of the Presi-
dent.---Orig. to Budget 7/18/47 On July 18, 1947 the President wrote to the Sec. of the
Treasury authorizing allocation from the appropriation entitled "Emergency Fund for the
President, 1948," the amount of $9,000 to be expended by the Executive Office of the Presi-
dent in connection with emergencies affecting the national interest and security for the
President's Amnesty Board. Requests the Sec. of the Treasury to arrange for the necessary
